Looks like they won’t allow this until a vaccine is widely distributed which for the Philippines will be mid year or a little bit later.

Hang in there.

The United States is now a country obsessed with the worship of its own ignorance.  Americans are proud of not knowing things.  They have reached a point where ignorance, is an actual virtue.  To reject the advice of experts is to assert autonomy, a way for Americans to insulate their increasingly fragile egos from ever being told they're wrong about anything.  It is a new Declaration of Independence: no longer do we hold these truths to be self-evident, we hold all truths to be self-evident, even the ones that arent true.  All things are knowable and every opinion on any subject is as good as any other.  The fundamental knowledge of the average American is now so low that it has crashed through the floor of "uninformed", passed "misinformed", on the way down, and now plummeting to "aggressively wrong."

Bad news for those that were hoping to travel, on the other hand it is kind of easy to understand anyone can go to the airport and say they are coming to visit their fiancé. How can someone legally prove you are engaged to someone other than pictures, emails, chats, calls, etc.

My only guess would have been showing official government papers such as the ones we get through the CR1 or K1 process showing the visa has gone from USCIS to NVC onwards to the Embassy and then scheduling an appointment.  But as what happened earlier when they started letting foreigners visit spouses without a pre-approved visa, the Chinese were showing up with fake marriage certificates :)

I can't say I am surprised the SRRV system is on hold as well due to a large amount of young Chinese and Korean's abusing the system to get visas.

That is why fiancees are treated like tourists.  Early in the lockdown they had turned away dozens that claimed to be married but had no proof.  NAIA turned them around and didn't allow entry.  Now spouses need to travel with their filipino spouse or they need to get the visa that requires proof of marriage.

PHILIPPINES ONLY!!!  CFO (Commission on Filipinos Overseas) INFO - Can't leave home without it!

PDOS (Pre-Departure Registration and Orientation Seminar) is for ages 20-59.  Peer Counseling is for 13-19 years of age.

It is required to have the visa in their passport for PDOS and Peer Counseling.

GCP (Guidance and Counseling Program) is for K-1 Fiancee and IR/CR-1 spouse ONLY.

I can see a situation whereas proof of vaccination would get you in. Reality is, we simply don't know.

Why would a person need to have a fiance? Can't she just be a girlfirend?  Or what if you have mulitply gf over there you need to see?
