So i have to fill out form i130 a with my form i 130 online i download form i 130a and tried to fill it with my app but it said document password protected , i guess uscis make a password protect so how am i sapouse to fill out the I 130 A form?

The document is NOT password protected.  It is designed to be completed using Adobe Reader, which is free.  Use of other programs sometimes works, sometimes is easier, and sometimes causes problems like you experienced.

its password protected to protect the form from being edited, not from fill out the editable fields.

You can always print it out and fill it in, you'll probably have to print it out and rescan it anyway.

 

I personally used the annotation tool in Mac Preview to add text since some fields aren't editable or text doesn't fit.
