I 130 Affirmation Notice

Hello everyone, I would like some help please. I have a friend who has applied for her husband 3 years ago using I 130 Form and she got approved for the application. On January 20th 2020 she receives a message from NVC that it has been transferred to USCIS for further information. Then on August 20th 2020 she receives I 797 C notice that you see on the bottom. Why does it say affirmation Notice and what does it mean? Your assistance is appreciated.

looks like the consulate has some questions about the applicant and they asked USCIS to double check the decision.

Assuming no critical details are missing, that would be the whole story.  Usually, in this kind of case (given the petition was filed three years ago) I would say it is more likely the visa was denied at the interview, THEN the petitioner got a notice of intent to revoke. (Revoke the petition approval)  Petitioner responded to the NOIR and USCIS has reaffirmed the approval of the petition based on that NOIR response.  Now a new medical and interview.  An updated affidavit of support should be provided as well.

Facts are cheap...knowing how to use them is precious...
