Oh actually my question was not about the USCIS.  It was about applying for the ITIN from the IRS.  For the ITIN it says you need the originial or certified paper copy of the passport from the agency that issued it.   I am supposed to send this paper copy of the passport with the W7 form and my completed taxes to an address in Texas.  I don't think the IRS will accept a scan since all documents are supposed to be on paper and sent at the same time.  They even have instructions on how to send your original passport and how to get it back so that's also why I am assuming that you cannot send a scan.  Did you do this when you filed for a ITIN for your husband?  The other option is to find an acceptance agent in the country to verify the documents, but I don't see any acceptance agents listed for Morocco.

This is the site that gives instuctions for W7

the certified copy of passport would be a stand alone document

but you can use any 2 of the others (one has to have his photo like copy of his National ID card)
