Find out where the nearest DCF embassy is located and email them. 
 

But the poster above said once you file the I-130 you can email the USCIS to request the expedite.

I mean when you file and then ask for an expedite.

You said you were going to call, but you just need to email.

If the situation is so dire the cost of an international call shouldn’t be such a big deal... 

 

1st step of to file I130, second is to request expedite which can be done via email or telephone the choice is yours

If that area in Sudan is dangerous, consider going to a different area. For example, if you were in San Francisco and there was danger, temporarily move to Los Angeles or Las Vegas.

The whole country is messed up , i will try to file and then request expedited like others said
