You will get better information if you include the country your spouse is interviewing in.  Each country has their own list,

which you may be able to find on the travel.state.gov website.

NO NEED FOR ACCESS CODE, that is for other procedures like getting a copy of a green card, etc.

1. Create the ELIS account here: https://myaccount.uscis.dhs.gov/

3. Click to pay the USCIS immigrant fee icon.

4.Click "continue" at the bottom.

5.Enter the Alien Number and the NVC or DOS case. Use the same email you used on the ELIS account.

Getting ready for interview at this time and preparing for our move to the US from Thailand.  My wife is IR1.  Is this something I will need to do?  It seems as though I have already done this during NVC stage along with the SSA card for her.  From what I understand is that she will receive her Green Card at POE from USCI official.  Can get some clarification on this?

You wouldn't have completed this step during NVC stage. This is a different fee (yet another!) that you pay after being approved through the interview. The site recommends paying before you immigrate, but some people choose to do it after. You won't receive the permanent green card until this is paid. What your wife will receive in the meantime is there Visa in her passport and when she arrives in the POE it gets stamped and will act as her temporary green card until the actual card arrives.

I have read that it is not required.  Case closed at NVC.  Just need to bring new passport along with you to interview.  But...I just uploaded and submitted new passport my wife just got.  Interview next month in Bangkok for IR1 interview.  We shall see 😎
