"999" is a filler and the only meaning it has is that visa is NOT being processed. It is not a timeframe number to be used to determine when your case will be acted upon. Use the link that was provided to determine your approximate adjudication. You're fixating on a number that is only a placeholder and its only value is to tell you that nothing is in progress for that type of visa. When your inquiry begins to like this example then you will have a better idea.  In this example Abu Dhabi is processing non-immigrant visas within 30 days.

Some embassies are open and doing K-1 visas now and others are not. 

 

Check to see if your embassy is processing visas and which ones. If your results return 999 that indicates that they are still not processing that visa type. Your mileage may vary.

Calling to get your case number is a good move but calling to nudge your file forward is a waste of your time and the customer service agent's time, just saying.

Thank you so much for this info @Greenbaum. I emailed US Embassy Seoul directly and they confirmed for me that they are processing K visas. I suppose this means I wait to hear from someone for next steps? It feels wrong not taking any action!

It is "wrong" if you at this point don't keep plowing ahead. Here is some information to help you sort out what you can do now and what you must wait for.

The first thing is to complete the DS-160, Online Nonimmigrant Visa Application. 

 

Then don't do anything in advance until the case is ready at embassy and the embassy sends you an email to the petitioner to follow these steps for Scheduling interview, Medical exam, police clearance etc.  Usually takes about 2 months to receive. You are advised to email the embassy once your file has gone to the "ready" state on ceac.state.gov.

just a doubt , we need to fill another online form: I-134 right , by the petitioner and send it to me? 
also when you say normally 2 months. Is that the Time frame to get my P-3 letter ? 
 

Does the DS-169 form have a validity or something? Can I fill it online right now or better wait till I get my P-3 letter ?

The evidence that will be needed for the financial aspect of the I-134, Affidavit of Support must be current and I recommend not older than 30 days. This is reference to the employment letter and the paystubs.

Can I fill it online right now or better wait till I get my P-3 letter? As I stated in the PDF (please get a copy and read it as most of the questions have already been discussed) you can fill out the DS-160, Online Nonimmigrant Visa Application at any time you will need it to be completed prior to your interview. There is no expiration date for the DS-160, Online Nonimmigrant Visa Application.
Just anxious questions, might not make sense maybe:
