I got welcome letter and have both case number and invoice ID. logged into CEAC but couldn't do anything.  It says in the summery that I have to wait visa availability. I am concerned the welcome letter says the processing time for visa interview will expire in one year.  Anyone has or had the same situation? How long can I pay fees or submit documents?

Google "Visa Bulletin."

 

Your case is not ready for further processing.  In the Dec. 2020 VB, the current PD eligible for further processing in Table B is Sept. 15, 2007.  Your PD is Jan. 1, 2013, so you have another 5-6 years of further wait before you eligible for further processing.  Once your PD is current in Table B, then you can log onto CEAC to pay the fees.  Until then, just follow the monthly VB.
