THE PRESIDENT: Well, you'll have to have a tamper-proof card in order to work. In other words, there will be -- it will make it much easier to have employer enforcement in place when there is a card that you know is tamper-proof. In other words, one that can't be forged.

Right now there's a whole document forging industry that has evolved. There are people sneaking across in 18-wheelers or people risking their lives. And the system is inhumane, as far as I'm concerned, and it needs to be reformed.

Question: Is a tamper-proof card even possible?

I doubt it, as there will always be someone that will have access to the templates for the cards. I mean, look at military ID cards. If you work in supply where they print them, you could in theory walk out with a whole bunch of blank templates.

April 3, 2006 - Received welcome to America letter in the mail!

April 8, 2006 - Received GC in the mail - done for 2 years!!!!

March 1, 2008 - mailed off I-751

March 3, 2008 NSC delivery confirmation

March 10, 2008 NOA 1

March 28, 2008 Biometrics appointment

Completely tamper-proof card? No.

Even if you make a card that is highly resistant to tampering, you're depending on the skill of the person inspecting the card to detect evidence of tampering, and to know the difference between a valid card and an invalid one. Small time employers who only take on two or three new employees a year won't get enough practice to become experts.

But it IS theoretically possible to have a system of verification that is pretty hard to break without having some serious insider help. If the card is computer readable, and if a person trying to verify the card can check against a central computer database of validly issued cards and find out whether the card was validly issued, and get some verifiable information about the person to whom it was issued (like a photo and name of the person to whom it was issued), then a forged card becomes useless. It probably won't show up as validly issued. Or if it's forged by stealing and duplicating or altering a valid card number, then the verification process will show the photo and stats of the person to whom the original card was validly issued.

Such a system is still subject to tampering by anyone who has access to alter the central computer database, of course, but any any scheme of "tamper proof" cards can be subverted if the authorized issuers of the cards can be bribed.

There are cost issues, logistics issues, and privacy concerns about how the verification system must be designed, of course.

A similar idea is used with ATM cards and credit cards. Those cards aren't very tamper-proof, but before approving a transaction, merchants can check a central computer network to at least validate that the account number hasn't been reported stolen or cancelled, and that sufficient funds are available for the transaction.

Impossible. It will never happen.. tamperproof ID as MDYoung explained, is practically impossible. Sure, you could create an almost perfect system but it would never become law. Not unless a few more jets pile into some office towers.
