Filling out the I-129f and on page 7, Part2 Item 38 It says to put the passport number and expiration date in if the Beneficiary is in the U.S.
Should I leave this blank if she is not in the U.S. currently or would I want to still put her passport info in there anyway?

No need for beneficiary passport info if they are not currently living or staying in the US.

Leave that blank as the instructions state only if they are in the US and your fiancé is not in the US so your answer will be blank. When completing the forms take the questions literally and not what you think they want. You'll have an easier time doing it that way then trying to guess what they are looking for. Keep in mind if you make a mistake, USCIS during processing will catch it and if it is important to the final judication of your case then they will issue a RFE (request for more evidence) and at that time you will be able to amend anything that is not clear to the IO. Good luck and stay engaged.

when they issue an RFE is it specifically pointed out what they need more info on?

They will give you a list of items that need correction or further information. You prepare your return packet with just those items and with a cover letter you will return the original RFE with your answer. You don't need to add additional information or documents Even those that you think would help further your case. The IO has made up their minds as to what is needed to adjudicate your case. Adding more can "muddy" up the process for you. Final adjudication can't be determined as each case is different. Pre-pandemic we would see approvals about 2-3 weeks after they receive the RFE once it was returned by you. Now we are seeing upwards of thirty plus days or more.

If the beneficiary is not in the US at the time of filing, this information is not needed.
