Fiance has been legally residing in Japan for 6 months, but just moved cities... Where will the interview be?

Timeline

Title says it all really, I have seen people saw on this board that you need 6 months of legal residency somewhere to get an interview in that country. Well what does that mean? 6 months without moving to another city in the same country? She has lived in Japan and only Japan for years, does it matter that she has moved to another city? And is it 6 months from the time of applying or NOA2?

Moving between cities within the same country is non-issue and will not affect where the interview takes place which for Japan, will be in Tokyo.

May 3, 2011: Received NOA1 hardcopy in mail
July 26, 2011: Received NOA2 via text/email!!!
July 30, 2011: Received NOA2 hardcopy in mail
August 8, 2011: NVC received file
September 1, 2011: NVC case number assigned
September 2, 2011: AOS invoice received, OPTIN email for EP sent
September 7, 2011: Paid AOS bill (payment portal showed PAID on September 9, 2011)
September 8, 2011: OPTIN email accepted, GZO number assigned
September 10, 2011: Emailed AOS package
September 12, 2011: IV bill invoiced
September 13, 2011: Paid IV bill (payment portal showed PAID on September 14, 2011)
September 14, 2011: Emailed IV package
October 3, 2011: Emailed checklist response (checklist generated due to typo on Form DS-230)
October 6, 2011: Case complete at NVC
November 10, 2011: Interview - APPROVED!!!
December 7, 2011: POE - Sea-Tac Airport

September 17, 2013: Mailed I-751 to CSC

September 23, 2013: Received NOA1 in mail (receipt date September 19th)

October 16, 2013: Biometrics Appointment

January 28, 2014: Production of new Green Card ordered

February 3, 2014: New Green Card received; done with USCIS until fall of 2023*

December 18, 2023:  Filed I-90 to renew Green Card

December 21, 2023:  Production of new Green Card ordered - will be seeing USCIS again every 10 years for renewal

On the application did you put any sticky notes emphasizing things really important to you? like one that says "My fiancé has legally resided in Japan since 2015, and we are asking for an interview in Tokyo"

Assuming that Tokyo is still the most convenient IV unit, then the interview will be in Tokyo. https://jp.usembassy.gov/embassy-consulates/naha/ "Naha is also the only post in Japan other than Tokyo that handles Immigrant Visas, and these include hundreds of spouses, children, and other relatives of U.S. military members assigned to Okinawa."

Thank you very much, how do you figure the official processing the application will determine her residency history?

Moving within a given country does not meet the letter of the rule and is not something that will change your process because they are moving within the country of residence. If your fiancé moves outside the country, then you will be required to submit requests to have your file moved to the new embassy. So, in your case you do nothing. Your fiancé's place of interview will be determined based on the address you submitted in the I-129f, Petition for Alien Fiancé(e).
