My husband is a citizen of Brazil but a US Permanent Resident. After he came here in 2014 but before he had his green card his mother passed away. His father is alone in Rio and having health and depression issues. We have been trying to renew his passport which expired. We had to send original documents, his old passport and a money order to the consulate in Chicago.USPS has lost the documents and were kinda in a panic.We have no way of getting another copy of his birth certificate or the old passport. They haven’t got the documents in Chicago. The money order was never cashed. We are trying to have USPS search which involved filling out forms with them but so far nothing. He needs to just get there. He can get documents there if he can just get there and renew it before flying back since he plans to stay several months but we need to know if Brazil will even allow him entry. I contacted the airlines and they sent told me to contact TSA. TSA told me to contact US Department of State. They told me that they only deal with US Citizens abroad. Has anyone had to travel home? Can he enter his own country with any other form of ID or his green card and will he even be allowed to fly. Amazed that even the airline could nit answer this. It has to happen to other green card holders. Can anyone give me any leads. He needs to get back to his dad as soon as possible but we can’t just spend thousands on airfare if we aren’t sure he will be allowed entry into his home country.

Married in Lapeer, Michigan on February 21, 2014 Exactly 1 year after we were engaged!!

He will have to apply at his local embassy for something similar to a" boarding foil" as it is called for US citizens. I'm assuming his embassy offers the same type of thing for their citizens as the US embassy would for a US citizen stuck abroad with no passport or birth certificate. 

For US citizens it costs around 500 dollars to get for 1 time use, but it will allow him to enter brazil. You will have to check with his local embassy to see the requirements. Hopefully you have some copies of his old passport around, as that will help I'm sure. Call his embassy and see what they require for a one time pass to get into brazil. Then, like you said, he can replace his birth certificate and passport while in brazil. Then return to the US won't be an issue with his new passport and green card. Make sure he is able to get a passport when he gets home to brazil, because he won't be able to travel back very easily to the US without a passport and his green card.

I don’t think a boarding foil is for a USC, aren’t they for LPRs? But in principle my country does something like this for its residents, issues something (I don’t recall the document name) that essentially allows nationals a one-time entry. The problem is that airlines will usually still demand a passport to travel - even with entry permits and green cards allowing entry either end - and if he is a LPR he obviously does not have a US passport yet. Does he by any chance have any other nationality/passport?

Your questions need to be answered by a Brazilian official. Ask your husband to call the closest Brazilian Consulate for directions. My sister-in-law had her passport stolen in Paris a couple years ago and she was able to get an emergency passport in 2 days that allowed her to fly back to Brazil. He definitely will have to go in person to the Consulate.
