Again ,   the USC is the one who will get the notice and can contact USCIS

but your case was only returned  in October

there will be no decision yet on the application

 

The USCIS will need to wait for about 6 months (and this was in normal times) for USCIS to review the case

If the case is reafirmed because the reason for sending it back was strange ,  then USCIS will send a notice of action to the USC'

 

otherwise USCIS will issue a  NOIR or NOID to the USC

and that person will need to defend the petition by responding to the notice with actual proofs that the reason for returning the case is wrong

so sorry for what you go thru but if a NOIR or NOID comes is in your future ,  it will be about a year from date of interview to notice to response and get a real decision to return the case to embassy

Every question on here could be answered by google a question and looking it up

but people posts here as they know the VJ community has been thru the process and the OP can get a quick answer

also,  for reasons you would not know unless you have been in the OP country 

when i landed in Tunis on my way to Turkey,  i tried to open web pages and sometimes a message would come up saying i did not have permission to access it

it is not easy to open many web pages in some of the high fraud countries and to be online to read thru pages of directions is also difficult when the internet is not like the US providers and often goes off

other internet issues they have is the mediterrean satelite that serves much of this area goes in a zig zag pattern over the sea and with all buildings made from concrete ,  it is hard to keep the signal 

so try to understand
