Hi my interview was on 17 nov 2020 and I submitted documents to NVC before April. That time it was 2018 tax transcript and AOS of my joint sponsor. Now prior to interview i submitted my joint sponsor 2019 tax transcript as well which is enough to support me but they refused my visa and asked me upload AOS again that was already submitted and approved by NVC and 2019 tax transcript(submitted prior to intervoew).

Did you have a question?  If you want a visa, you have to submit what they are asking for.

Consulates make the final determination of public charge which has become stricter nowadays.How much did the joint sponsor make in 2019? If he/she did not meet the financial requirements, then you would have to get another sponsor who makes way more than the minimum requirement. They also consider other factors when determining whether an applicant is likely to be a public charge. In your case, I will advise you follow whatever instruction given to you by the consular officer because in the end they are going to approve your visa not NVC.
