This remains the status of operations following national restrictions effective November 5: We will continue to provide emergency and mission-critical visa services as resources and local conditions allow.  Visa appointments remain limited.

E2 would count as routine, not mission critical. While it’s obvious you wouldn’t want to interview anytime soon anyway, bear in mind there is going to be a huge backlog for interview appointments once they reopen for routine visa interviews. It could be many, many months away, especially as your application isn’t even submitted/in the queue yet (from what I understand).

They are right. I work for an airline and we have been operating flights up the UK (and other European countries) throughout. Not our full schedule but many flights have been low loaders with plenty of empty seats. Even if you had to drive to another state or take a separate flight to another state to get one. You came dangerously close up getting a ban and your ESTA days are gone for good. Even with your medical issues 160 days overstay was unnecessary.

I then, about 2 months or so later got sick again which actually ended up in an ER visit due to chest pains/heart rhythm issues.

I paid for urgent care, and I paid a chunk of the ER visit myself alongside my insurance paying the remainder of it. It was about $2000 out of pocket.
