Also of note, I didn't see it stated on the actual NVC payment page when I paid the fees but yesterday I noticed in the depths of pages at travel.state.gov that "you should not attempt to pay both payments simultaneously" which I initially tried to do but the IV fee was rejected. So it was sort of my thought that this was the reason mine was messed up. Now you'd think that, given the way the fee page is set up, it only seems logical to attempt to pay both at the same time, especially since I saw nothing there indicating you shouldn't. 

Bingo! Yes that is the problem. If I knew it before I would have paid AOS fees first and waited for it to say paid before paying IV fees. Now I am stuck with both payments taken and waiting..🥴😂 to fill my application..

Totally understood.

I paid both fees separately on Nov 8th and by Nov 10th the money was taken out. I've emailed them my bank statement since Sunday Nov 15th showing the money was taken out but yet both are still showing "In Process"

Hopefully by the end of this week, it will clear out.

i would suspect you have all been affected by the cutbacks of subcontracts USCIS did instead of furloughing employees 

USCIS (if you look at their budget) uses other companies to everything from answering phones to data entry to security checks

even Social Security is paid as a subcontractor for processing cards

What happened in Kansas according to the following news article has happened throughout the USCIS system to all offices forced to eliminate subcontracts to save jobs

 no changes on my end as well. called today again and the agent said this is a common issue going on and they are working to resolve it and no timeframe on when it will be resolved. He noted it has been noticed as a widespread problem.

Good Morning!!

 

There seems to be a problem with November 10th payment processing. I am experiencing the very same thing. I paid both IV and AOS fees on the weekend before 10th. These were changed to In Process on the 10th and deducted. They are still showing In Process. I’ve called twice and was told that they are experiencing some issues.

No updates on my payment yet, still “in process”. The agent on the phone told me today- “ I see that our agent put a supervisor tag on your case couple of days ago, did you also send an inquiry with the online form with a photo of bank statement (I said yes). Well then a supervisor will get to it, it can take anywhere upto 6 weeks but it usually won’t be that long. Just keep checking your ceac account for updates”.

As of Monday Nov 16 both were still showing as "in process" so I called, waited for an hour and 20 minutes to speak with someone who was going to forward it for "supervisor review" who also stated it MAY take up to 6 weeks for a response. Now, yesterday morning I checked and the IV fee showed as "paid" but AOS still "in process." This morning, I received a response to my initial email inquiry saying:

Thank you for telling us about the problem you had with AOS fee.  We need some more information from you to investigate the problem. Please send us a copy of bank statement. We will use this information to assist you further.

Of course, you can't reply to the email they send so you have to go back to the NVC inquiry/help form and submit again. I printed a copy of my bank transactions and uploaded that to them along with a copy of the AOS fee receipt.

So anyway, that's where I am at.

A non-update update: Last night at about 11pm, I received a response to my second NVC form inquiry that merely said "the correspondence submitted is under review" and "action will be taken once this review is completed."  It appears getting to the "action" part of this process is the major hurdle.

Another week of waiting for payment processing!

Please if you have success with this, let us know and tell us what you did if you did anything. 3 weeks with "In Process" after money is taken out of account is ridiculous and frustrating!
