I-944 - foreign tax return required?!?!

Sorry but this form is about to make me pull my hair out. I am to understand that a FOREIGN TAX RETURN is needed for the immigrant? We're already here together in the US, this is really difficult to get.

 

Any insight here? Plus, if it's a FOREIGN TAX RETURN IN A FOREIGN LANGUAGE, would we then be required to get a certified translation on top of that? This is absolute madness if so.

Some people will say yes, some people will say no. My understanding is yes, you would have to submit it if you have it. And have a translation as well.
