Thank you and what office will process our ROC we live in N.C?

Where to file

U.S. Postal Service (USPS):

USCIS
P.O. Box 21200
Phoenix, AZ 85036

They don't do service centers by regions anymore.  Final interview,  if required,  will be done at your local office.

YMMV

If under 21, it's F2A. But the US citizen can also file I-130 for stepchild if the US citizen married the child's parent before the child turned 18. In that case the category is IR-2 if the child is under 21.

Either online or to the Dallas Lockbox: https://www.uscis.gov/i-130-addresses I recommend online filing: https://www.uscis.gov/i-130

Sorry I confused you  I mean the ROC petition needs to be filed at what office ? And the CR 1 will be send to the same lockbox as it was sent to the first time when I petitiond my wife . We live in North Carolina and she will be filing the CR1 for my stepson she's a Conditional resident at the moment. I will be the Cosponsor .

ROC address previously provided

Your wife cannot petition for CR1.  CR1 is a spousal visa.  You can petition for IR2 (if under 18) or she can petition for F2a

YMMV

Generally, It would be "faster" if the USC citizen did the petition especially if you are the joint sponsor.  Granted F2a is current in the Visa Bulletin but that can change and note that F2 were handled differently than IR2s in Presidential Proclamations.
