F4 Family Visa

My Brother and their derivatives got interviewed on Feb 28 2020 under Family immigration category F4.  Interview went very well. No Issue, No documents missing. Interview officer kept all the passport and said they will informed through email. But unfortunately Pandemic happened and all the process got halted. I was tracking their visa status through CAEC web site. For first few months it mentioned “Ready” then I checked recently it said “Refused” The Applicant didn’t receive any email or call for reason.

My question: Is that because of Family immigration halted ? (because President proclamation till December) Or it something different. Did anybody on forum facing similar situation.  Any guidance or help will be really appreciated.

It could be that, or it could be something came up during the background check.  What country is your brother from?  Also, what does is specifically stay in the status under "Refused"?  Just refused, or does it also give reference information?

Just refused nothing else .

I read some where that it’s either ‘Issued’ or Refused instead of AP Is that True?

It can be only approved or refused

Refused is now the default for AP as well. If the visa was not issued before the first presidential proclamation banning these visas in April, it will not be issued during the ban period even if the AP has been resolved. Unless you are able to actually talk to someone at the embassy to figure out the exact status of the application, it seems all you can do is wait. From what you’ve said, I would assume this is an AP refusal due to the ban. Note that if AP is cleared and visas ready for issue after the ban period is over, your family members will need to medicals again as their medicals will have expired by now and visa expiry date is linked to medical expiry.
