SB1 returning resident visa question

My mother in law was last in the USA in January but due to the corona virus has not wanted to travel back to the USA from Europe since then. She is considering applying for a SB-1 returning resident visa now so that in case she doesn't fly by january she can return legally this way. Does anybody have experience with the SB-1 visa? If she applies for it does it mean she can still return with green card before the 1 year mark or does the SB-1 visa in process prohibit her from traveling? Also, any experience with processing time with this now?

Timeline

General view would be to get on a plane and wing it,  nothing to have stopped her travelling and Covid is pretty bad in Germany.
