Based on your timeline you are at the USCIS and they are still processing as normal.  Meaning it is hard to tell what the workflow really is at.

People are working at these embassies but are literally doing nothing.

It isn't the foreign service officers.   Many of them are still stateside.

Unless you are working at the embassy you don't know that they are "literally doing nothing". Global health pandemic.

I don’t even think it’s that they’re doing nothing, I think they’re just super understaffed overall at the embassy level.

I mean trump's 'extreme vetting' policies have added significant delays to the immigration process. Since USCIS is a vetting agency, it also makes sense their processing time has increased. Look at the statistics, wait time/processing time has increased quite a lot while trump has been president compared to previous presidents.

Ultimately i think USCIS is just mismanaged; they need better leaders. They inherited a surplus at the beginning of trump's presidency but because of their inefficient vetting process and overhiring they are in a bad spot. It sucks because the people suffer.

COVID is still an issue and no one is being forced to go back to consulates.  And few are volunteering.

So why was it so long under Obama?

I know under GHWB was "fast".  ;)   USCIS K/CR/IR petitions are pretty much running a checklist in about a half and hour.

Trump allegedly is a dotard. He is capable of any malevolent self serving and action. I am pretty sure he is not directly responsible for this although he is indirectly responsible because his policies slowed down virtually all immigration processes.

After all North Korea's foreign ministry (which is highly credible) said Mr. Trump  "must really be diagnosed as the relapse of the dotage of a dotard". I didn't say it. 🤣😂🤣

Frustration does not mean you have no right to believe something evil is going on.  The USEM has played every game possible to not  issue our Visa.  Multiple Medicals, Multiple Sputum Test, Lost NBI but the crowning blow was she completed the physical and 3rd sputum test, which of course was negative, mailed the passport back to USEM along with updated NBI and Cenomar on 3 November 2020 and I backed all that up with an email to USEM and they acknowledged that they had everything to include the new medical and instead of processing visa the embassy returned her passport on November 10th with a 221g saying she had to have new physical.  How much of this are you supposed to take?  Either the staff in Manila is incompetent or they are operating with a mandate to not process k1 visa's.  For all you old gold star members try to understand what is being done to us.
