Hi. I had the same issue. According to NVC, some of embassies don't work with the online system, so you have to mail the documents. Here is the response I got from NVC about this:

"Your assigned embassy or consulate does not participate in the NVC's electronic processing program. Therefore, you cannot submit forms or documents by email. Instead, you should send your documents to us by mail."

It happened to me too. I had to have the Affidavit documents uploaded too before submitting everything. Basically, everything from applicant's side and petitioner's side have to be uploaded all at once... that's what happened to me 2 weeks ago.

Hi guys! My I-130 has recently been approved, so I am new in this phase of process. I haven’t started anything yet in NVC and before I do, I would like to know how it works. Do I have to have everything ready (affidavit of support, civil documents, DS-260) before I start the process online, or is one part done after another one? Comparing to how I-130 was done, we had to have all documents loaded before submitting the petition. Does NVC phase work the same way?

What ended up happening? I had everything done for immigrant and then two days later added myself (petitioner) was able to upload documents then when I added the joint sponsor it said to wait an hour for them to be approved. Well it's been 5 days and I can't submit any petitioner documents and the joint sponsor is grayed out with no option to upload. I've submitted an inquiry but who knows when I'll get a response!

Were you then able to upload civil documents? Mine says n/a under civil documents tab.

No they haven't even replied to my inquiry yet haha I had called them though a week in and they said it was a known system issue and they were working through them and to just continue waiting and checking. So hopefully now the issue is resolved for everyone or at least not continuing to happen. I'm hoping though this gave NVC a chance to catch up a little bit!!

Yes after the two weeks I was able to upload everything and finish submitting/completing everything.

I can’t even get anybody to answer when I call the NVC. All I get is that all of their agents are busy and that I should try at a later time, and then they simply disconnect me. It’s been like that every time I call, and I tried morning, evening...not sure how to reach them.
