Well, they won’t issue your visa till after the ban is up... if it wasn’t issued before the April start date, it will remain in AP at least till the ban period is over.

If you are already in AP then there is nothing else to do. And no new presidential administration will have an effect on this

Except it’s entirely possible the AP issue has been resolved already, but the embassy cannot issue because of the ban. No way of knowing one way or the other.

I mean I’ve been in ap for over over a year now. I do understand that there is no time limit to how long app’s can last.

My opinion is that by Dec 31 Trump will be too busy pardoning people and trying to fight the election. He won't have time nor care to extend the ban. And Biden gets in Jan 20 he also won't care about extending the ban. SO from Jan 1 to Jan 21 the ban will have ended. This for me is a good sign. All the other political talk will come later.
