Likelihood of having a Tourist visa renewal approved with upcoming administration?

My dad's visa renewal was rejected last time around when he tried to renew it in the Dominican Republic. Will he have a better chance at a renewal this time around? Should we wait to book an appointment for way after January? We hold Venezuelan Passports if that changes anything.

never hurt to apply again but do u know why it got rejected in the first place? usually strong ties with the country where he lived is the key

The change in president is not going to affect who gets approved or not for a run-of-the-mill tourist visa. Overcoming immigrant intent, usually by showing strong ties to home, is always the most successful strategy, regardless who is behind the desk in the Oval Office.
