They are doing interviews for B Series Visas.   Those are Non Immigrant.   You may apply for one.  

But you have 2 things against you:

1) you have a pending immigrant visa.   How do you plan on showing the consulate officier that you have no immigrant intent?  Maybe not- you did post another question in a immigrant section

2) you have a Syrian passport - expect extreme vetting and Administrative Processing.

I have a Pending Nonimmigrant visa ( B2 visitor visa).  Just want yo visit family ( i had a b2 before and visited the US several times) . 
now I am stuck in AP for a year and half 😕

Per what DOS has stated in recent court filings, only if the visa applicant meets an exemption to the Schengen Area proclamation. Do you meet an exemption? https://www.federalregister.gov/documents/2020/03/16/2020-05578/suspension-of-entry-as-immigrants-and-nonimmigrants-of-certain-additional-persons-who-pose-a-risk-of

Section 1 of this proclamation shall not apply to:

(x) any alien whose entry would further important United States law enforcement objectives, as determined by the Secretary of State, the Secretary of Homeland Security, or their respective designees, based on a recommendation of the Attorney General or his designee;

I hold a Syrian pass with a German permanent residence, I am an engineer and a Phd student.

Well you quoted the exceptions, I do not see any that would apply but you know your case,.
