Timeline

Anyone know if Biden has plans to cancel the proclamation (temporary visa ban for family visas etc) that Trump extended until the end of March? Or do we just have to wait till that expires in April and hope that Biden doesn't extend it again?

Not clear right now. https://www.voanews.com/usa/biden-pledges-change-immigration-lays-out-plan "During the coronavirus pandemic Trump issued proclamations blocking the entry of many temporary foreign workers and applicants for green cards. While Biden has criticized the restrictions, he has not yet said whether he would immediately reverse them."

Nope. There is no way to sponsor a parent of GC holder unless the GC holder becomes a citizen.

Thank you. I'm not sure what that proclamation is called exactly. There is one for immigration on there now but not sure if it includes that temporary ban for families etc or not.

This looks good. But details matter. Who is covered and not covered. First line does not say if F2A will be considered as immediate relatives but if they can atleast come to the country temporarily and stay with spouse till their VB becomes current then that itself is a big deal. 

 

"Keep families together. The bill reforms the family-based immigration system by clearing backlogs, recapturing unused visas, eliminating lengthy wait times, and increasing per-country visa caps. It also eliminates the so-called “3 and 10-year bars,” and other provisions that keep families apart. The bill further supports familes by more explicitly including permanent partnerships and eliminating discrimination facing LGBTQ+ families. It also provides protections for orphans, widows, children, and Filipino veterans who fought alongside the United States in World War II. Lastly, the bill allows immigrants with approved family-sponsorship petitions to join family in the United States on a temporary basis while they wait for green cards to become available."

There has been precedent for that in the past. In the early 2000s, the V visa was viable for awhile: https://www.uscis.gov/family/family-of-green-card-holders-permanent-residents/v-nonimmigrant-visas

Wonder what made them to discard that. Too many people? Fraud cases? People disappear after they come to US in the pretext of being with the spouse?

Since it was early 2000's, maybe it got phased out during the Bush years when they created the Department of Homeland Security.

It's just how the law was written when it passed in December 2000. It specifically said that the I-130 must have been filed "before December 21, 2000" in order to be eligible.

So V visa was for one month? They passed the law in December 2000 and will only approve V-Visa for people who filed I-130 before Dec 21st 2000?  Wish they had made the effort to keep the V-Visa for ever and correct thing to do.

No. The LIFE Act of 2000 was signed into law on December 21, 2000, so no V visas were issued before that date. The first V visa was issued in early 2001: https://travel.state.gov/content/dam/visas/Statistics/FY04tableXVIb.pdf And the last V visa was issued in 2007: https://travel.state.gov/content/dam/visas/Statistics/FY09AnnualReport_TableXVI_B.pdf
