NAFTA visa for non-Canadians/Mexicans?

I was reviewing visa statistics (https://travel.state.gov/content/travel/en/legal/visa-law0/visa-statistics.html) and saw that in some cases, NAFTA visas were granted to people who were neither Canadian or Mexican.  Does anyone know how this happens?

Are you talking about TN visas? https://www.uscis.gov/working-in-the-united-states/temporary-workers/tn-nafta-professionals I would assume the non-Canadian /Mexican ones are non-national derivative visas. I have seen people posting about them fairly often. (Example Canadian married to Indian national /but permanent resident of Canada seems a popular one)
