Hey Congrats!

 

Your questions is a little confusing. the NVC does not approve the i-130 form, this is approved by USCIS. Once your i-130 is approved the USCIS will later send you information to log into the NVC online portal. 

Once you have your NVC login information you must pay the AOS (Affidavit of support) and IV Bills. Once this payment is approved which can take several days you can then submit the AOS and IV documents into the online NVC portal.

No, USCIS will not send login information for NVC.  That will come from NVC, by email once they have the file from USCIS.

 

Sounds, like it's time for the OP to download and become an A-Student of both the I-864 AND it's instructions.
