Is it better to include my brother (under 18 and dependent of my parents) in the petition or file separately? And when filing online for the I130, there are sometimes where yo can't type N/A on the spaces. Will this be a possibility of rejection?

You cannot have a derivative on an IR petition. He will have to be petitioned separately, either by you as sibling or by your parents after they get their green cards (this will be the faster route, may involve some separation but one parent can have a re-entry permit if someone needs to stay with him while he waits for his own visa).

You can't include him. You can either apply for him through a sibling petition which will take 15 years. Or your parents come here first when they get their GC, then petition for him afterwards.
