How far in front were they booking cases before hand, about a month or two out?

According to the recent state department stats, I believe K1 visas have been processed in Paris.  Am I missing something?

Only very few because those specific cases were exempt to the proclamation. For example, the K-1 has a biological child that is US citizen. Or DOS agreed that the K-1 applicant met National Interest Exception.

Has anyone considered trying to get an interview at a US embassy/consulate in Canada?  Is Quebec letting French nationals in? 

Why would they allow interviews?  If I'm not mistaken the whole reason they arent doing interviews is because the border is closed from France to US.. I think its also closed from Canada as well

There are only land/ferry border restrictions there. They can still fly into the US.

Oh nice... What were the requirements for which consulate they send the paperwork to? Where the beneficiary lives or citizenship?? 

 

Would it be possible to have them send it over to Canada in that case?

Today, a federal judge ordered DOS to not use the proclamation as an excuse for not issuing K-1 visas: https://www.courtlistener.com/docket/18450386/milligan-v-pompeo/ So your fiance should now be able to get the K-1 visa. But if the immigrant doesn't meet one of the exemptions (e.g. biological parent of US citizen child, NIE, etc.) then the immigrant can't travel directly to the US. The immigrant would need to go to unrestricted country (e.g. Serbia, Croatia, Turkey, Mexico, Canada, South Korea, etc.) for 14 days before attempting US entry. Here is an example of someone from Spain spending 14 days in Mexico before going to the US with K-1 visa:
