On the images of packet 3 it asks for military history. My fiance used to be in the Marines but he has been out for more than 10 years. Does he still have to provide details of his military history?

Rosemarie -- you're the UKC, right? The DS-230 in Packet 3 wants info about you, the beneficiary. Any questions about military history on the DS-230 are accordingly about you, and not your American fiance. So unless you previously served in the military yourself, you needn't worry about this. :)
