My husband had second interview in July, and submitted new medical and passport. Today he received a call wanting a secondary and primary phone number and was told his documents are being given to the officer and our case changed from refused to administrative processing. Is the wait finally over for us? Any ideas?

I think no. Adminstrative processing minimum waiting time is 3 to 6 months. After 6 months they will make thier decesion. What kind of documents they given to officer.....?

There is no "minimum".  Every immigrant visa goes thru AP, even if it is just a few hours before it goes to issued.

There is no maximum.  AP takes as long as it takes. I think the longest we have seen in ISL is 3 years.

April 2019 they kept passport at that time

After second interview CO say nothing to your husband.....? I am little worry that why they put your case on admin processing after second interview. Already they take so much time after your first interview.  May be they want to take more time to decide.  i think they will issue your husband visa but they will take more time.

Ok so shortly after first interview it said “administrative processing “ then we got ds5535 the next day then beginning of 202 it showed “refused” it will be continued to be processed and you will receive another update on the decision/adjudication once the process is complete . There is nothing to worry, if you have been issued a 221g, it will be continued to be processed. then it recently changed back to administrative processing after my husband got a call from embassy asking for his phone numbers and asking what documents were at the embassy
