No, it is illegal for someone to work in the US on a tourist visa. You would need to sponsor them for a work visa. There are plenty of nannies available in the US (including many of Filipino heritage if language and culture are important) so no need to import a nanny and certainly no way to prove there is no one  in the US to do that job as is required for a work visa. You can get an au pair through an au pair agency too if you specifically want someone on a visa for whatever reason.

Only for very limited situations.  You may bring a domestic employee to the US on a B1 visa if you (the employer) are --

  • A U.S. citizen who has a permanent home or is stationed in a foreign country, but is visiting or is assigned to the United States temporarily; or
  • A foreign citizen who is in the United States on one of the following nonimmigrant visa categories:  B, E, F, H, I, J, L, M, O, P, or Q.

 

In any case, the US embassy in Manila is currently not processing non-emergency B visa (1st-time) applications.  So this route is not available even if you qualify under either of the points listed above,
