I just checked the CEAC site and it shows my status changed to refused as of 10/27/2020. I did make an inquiry with my senator last week to try to get an expedited appointment.  Could it have something to with that.  Anyway, I on hold with the NVC

Why are you talking to NVC?  They have nothing to do with your situation,  you need to contact the consulate in Manila

YMMV

Refused usually means not issued.   Was the previous status ready? (before they cancelled the appointment)

Previous status was Ready since the beginning of the year. Do I have to worry?

I think the consulate staff is just catching up on files.   Typically refused pops up between ready and issued but sometimes it will go to refused if the interview hasn't taken place - like 4 months or more after scheduled interview.

I'd email the consulate and also see what the congressional rep finds out.  My guess is your fine.

I would have figured they would have rescheduled you by now.

This has happened to other people when their medical exam expires after 6 months, with a 1 month extension.
