@GsanonThis link https://travel.state.gov/content/travel/en/legal/visa-law0/visa-statistics/immigrant-visa-statistics/monthly-immigrant-visa-issuances.html shows all the visa issuances for all immigrant visa categories and by posts (embassies/Consulates) for the month of October 2020 (and every month as well). For Port au prince Haiti looks like 49 visas in the IR1 spouse visa category were issued in the month of October. This is good news. At least we can conclude from this information that things are moving in the right direction. Please look at the image attached, other immigrant visa categories that were issued in the month of October 2020 are listed also.

@Gsanon yes it is possible that some of them are emergencies and expedited. However, I highly doubt that most of them are. I didn't see any CR1 issuances for the month of October, only IR1 for spousal category, leading me to believe that most of the interviews done in October are cases that have been DQ'd for a while or even at the embassy in queue  waiting for an interview date. 49 issuances for the spousal category at the embassy in port au prince is the most I have seen this year pre-covid.
