That’s quite all right.  There are plenty of other countries I can visit without a visa, and better choices among the countries that do require a visa.

Philippines has shot themselves in the foot with the travel ban, especially not allowing US Citizens in there.  They are running scared from COVID, the government has the citizens convinced it's the second coming of the black plague and if you catch the Rona you will surely die.

I would contact BI, they are the ones PAL contacts with passengers list to see who can fly.  They will be the final authority on the subject.
