You can have a copy of the NOA1.  You do not need to carry the original

I stand corrected.  Apparently the original is required.

it is better to file ROC before leaving the USA. due to covid uscis is taking much longer to send NOA

Thank you for your comment! I'm thinking on filing before leaving but wouldn't wait for NOA and in case i have to overstay in home country and my GC expires will have my husband mailing the original i thought.b

Do you know if my husband can go to the post office and mail that package on my name?

In the CBP link that was shared it specifically mentioned airlines, which tend to be wary because of potential fines against the airline. In the VJ thread mentioned, it just meant a trip to secondary. Essentially, that traveler was admitted after confirming in the system the traveler's status.

To avoid airline boarding issues, an alternative is to fly to Mexico or Canada (need eTA, Electronic Travel Authorization) and then cross at land POE or at Preclearance POE in Canadian airport.

DHL would be best.  It is not a package - Form I-797 is just an official USCIS letter.
