Not too long ago, I think about 2 or 3 wkks ago that the Ho Chi Minh consulate website mentioned

"The Consulate is conducting interviews for holders of IR-1, IR-2, CR-1, and CR-2"

I checked today and the wesite now states:

"The United States Consulate General in Ho Chi Minh City remains unable to resume full routine immigrant visa services at this time." With no mention of the other visa types anymore.

I've been patiently waiting for k1 visas to start processing again but my case is still stuck at NVC. I expedited my case but the NVC emailed me stating K-1 visas are already expedited? Im getting mixed messages here.

HCMC is not back to regular processing and has actually reduced slots for the staff they have on hand.

Okay, prior when HCMC mentioned "The Consulate is conducting interviews for holders of IR-1, IR-2, CR-1, and CR-2" it was pertaining to Visas in these categories that had interviews canceled around the shutdown in march. It sounds like k-1 was added to the list but only for the interviews that were canceled just like the other categories?

Yes,  pretty much all of the consulate were prioritizing the visas that had medicals done and then students, until they realized some universities weren't opening.   I read a "twitter" style feed last week that some consulates in Asia we slowing down do to lack of staffing.

If your file is still at the NVC then it will probably be there until they are back to somewhat of normal processing and also depending on the K1 lawsuit.

Was the HCMC consulate even doing interviews and processing immigrant visas at all after the April-May lockdown in Vietnam?

They started up again I think in June or July.  August and September were will above normal volume for IR/CR visas because that was all they were doing.  I was following the monthly update visa issued list each month and either August or September alone they processed 400 IR/CR visas when the norm is around 200 each month.
