Yes, you can delay that long.  I-130, right?  You'll need to file 2019 taxes to take the next step.  If you delay, then also 2020 tax return will need to be filed.  If you delay until 2022 then 2021 will need to be filed.

did you file I-140 or I-130 ? two are completely different

I-130. Thank you for correcting my mistake. In the letter of approval, it said they have sent the petition to the NVC. it also says "You should allow a minimum of 45 days for U.S. Department of State processing before contacting the NVC. If you have not received any correspondence from NVC within 45 days"

 

It also says "Notice type: approval notice section: Husband or wife of U.S citizen, 201(b) INA" on the top.

 

Can I still delay for another year?

You can delay as long as you want.  You need to contact the NVC to keep the case open.  The NVC will close a case if they do not have contact with the petitioner within the prior 12 months.  It may be best practice to contact them every 10-11 months and put this on your calendars.
