I will say this. I cant imagine why any man in his position would be dumb enough to go back to the hotel room of any young woman for drinks, regardless if he thought she was underage or not.

I dislike Rudy and I think he's a creep in that scene and acted inappropriately but he didn't know she was supposed to be 15. She was posing as a reporter (reporters are typically older than 15) and she definitely doesn't look underage. She's way too young for this grandpa but not underage.

I think anyone that claims that Giuliani knew she was 15 actually hasn't watched the movie at all. 

 

Look, what happened was gross, inappropriate, and it makes one wonder what would have happened if Cohen hadn't have burst into the room... but more importantly what may have happened to other young women in the past as well. But at no point was there any claim to Giuliani that we see on camera that made him aware that she was 15 (note: she is not 15 IRL but that matters little for a perv sting as long as the subject thinks they are underage) until Cohen runs in.

 

Focusing on the fact that she is an actress pretending to be 15 years old and an old man creeps on her is the wrong direction. For all appearances in this scene she is supposed to be a reporter for a news outlet (that is fake) that does not look 15 nor ever states that she is 15. Now, of course I am always curious as to how she managed to score such an interview, with Giuliani or what credentials or vetting to her bio was received, but all that we see in relation to this scene is that he is not aware of her age. He is a perv. He was perving, and we can see exactly where he was going with it. He should go away in disgrace like so many other men Cohen has managed to 'trap'. And there is a collection of men that he traps easily in this film and other people he 'tests' that do not take any good or honest actions when challenged morally. Cohen is a master at what he does. One thing that I have always loved about his work in these films is that his goal is to root out the obscene, the absurd, the racist, the vile, the antisemitism, and the worst tendencies in some of the people he encounters. He shows us that their behavior comes off as casual and normal to them and let's us the viewer, feel those uncomfortable thoughts (to remind us that it's NOT normal or good). He reminds us that this is the type of behavior that is unacceptable in our society, yet still exists.

Echoing that there was no indication that Tutar was presenting herself as any younger than what the actress portraying her actually is, i.e. a woman in her mid-20s.

 

I watched with my family on Friday night, and all four of the women present were disgusted by Giuliani. He acts like a powerful man who expects a woman to be flattered by his gross behavior. I have been in situations where a man just assumed I appreciated his nasty attentions. Giuliani was foul, and him shoving his hand down his pants was the least unnerving thing about that scene. Many women are familiar with the situation where some man goes way, way further than a bit of light banter. It was an unsettling and familiar experience to watch, even if the specific situation was nowhere similar.
