Are applications submitted to USCIS lockboxes processed in the order they are received?

Guess it works like with any office. Somebody is stamping envelopes with the arrival date when they come in. It doesn't matter if the envelope gets open on the same day or a week later, the date is secured.

that is correct. the incoming sorting center has different bins with different color codes. They stamp each envelope  based on the day it was received.  Most packages are opened on the same day  and a receipt is generated but if its not possible they know what day it was received based on the bin it was put in  and a receipt is later generated based on the color codes 

 

just like postal service sorting but more complex as Lockbox receives different kinds of petition within the truck load they get
