Request to Waive fee for Form I 765 (EAD), ongoing I485

Hello everyone! I would like to ask if we still need to pay when we file an application for employment authorization document if there is an on going application for adjustment of status case?

Back story: So my sister was petitioned by our mom who was a green card holder before. She, together with our other siblings, were at F2b category. Our mom became a US Citizen and their category became F1. Early last year, my sister came her through L1 visa. We received a letter from NVC stating that we can start gathering the docs and filling up forms to continue their visa process. She got laid off from her job but we were able to submit and was received by the USCIS her application for her adjustment of status on her official last week of work. We did not include the I 765 (EAD) at the time of the application for her adjustment because she was still authorized to work here legally at that time. Now that she’s out of the job (as well as the L1 visa) officially, we want to apply for an Employment Authorization Document. Do we need to pay an additional fee of $400+ for that? I am aware that if we submitted it with the I 485 form, it would have been free but it did not make sense at that time.
