I guess they stopped it because the changes in the government, so hopefully it won't take long till they renew their work again.

What changes in the government?  It is because the increased COVID-19 cases.  Also, in response to the recent sharp increase of COVID-19 cases in Ukraine, the U.S. Embassy in Ukraine has temporarily suspended routine American Citizen Services.  So it's not just the non-immigrant visa section temporarily being suspended.

I also think they stopped because covid cases are rising

This is exactly correct.  The consulates can extend petition validity in 4-month increments for up to a year.

This very well could be, but of course it's best to be thorough and "cover all your bases."  Everyone should write to request extension of their petition's validity as though these are normal times.  The consulates are reopening on individual schedules with the associated staffing turmoil among the COs and support staff, so the more certainty one can gain, the better.

04-29-2008 = Fiancee's 4-min. consular interview, 8:30 a.m.; much evidence brought but not allowed to be presented (consul: "More proof! Second interview! Bring your fiance!").

05-05-2008 = Infuriating $12 call to non-English-speaking consulate appointment-setter.

05-06-2008 = Better $12 call to English-speaker; "joint" interview date 6/30/08 (my selection).

06-30-2008 = Stokes Interrogations w/Ecuadorian (not USC); "wait 2 weeks; we'll mail her."

07-2008 = Daily calls to DOS: "currently processing"; 8/05 = Phoned consulate, got Section Chief; wrote him.

08-07-08 = E-mail from consulate, promising to issue visa "as soon as we get her passport" (on 8/12, per DHL).

08-27-08 = Phoned consulate (they "couldn't find" our file); visa DHL'd 8/28; in hand 9/1; through POE on 10/9 with NO hassles(!).

I have been trying to schedule appointment for a month, last time I saw appointments available was last month that showed the closest available appointment was on 15th of November, I didn’t schedule because I hadn’t done all documents that I need. After that, i thought it would be possible to make appointment this month, I decided to finish all the documents as soon as possible to make appointment, so on 20th of October I started looking at the schedule appointment, of course it keeps showing there is no available appointment, then on 13rd of Nov I got the message as you showed. 
Lately of Sunday I and my fiancé decided to send an email for requesting an expedited appointment and we just got approved in the evening today. 
If you have a reason (no need about medical, emergency stuff), you can consider about expedited appointment before many people start doing it. (Try to use nice words to prove why you really need expedited appointment, don’t use some reasons like long time no see, we miss each other... everyone does, not only your couple 😉, then show them how you and your Fiancé appreciate it)

Pika 2019, congratulations! Great that it worked for you! What reason did you have to expedite your case? I can't find any reasons that they can accept. They need something really serious. I heard that even when people had a depression and were on pills it didn't work to expedite. On their official website there are only few cases listed that can be a reason for an expedite request, mainly it's something connected to health issues, work or military reason. 

So could you please share what reasons you used to expedite and did you provide any documents for a proof or was it just a letter?

1 of the 3 girls i mentioned which she is friends now actually started to give smart remark about these questions and we think this is why they decided to add a new rule for her approval for more police records to be collected and initially denied her. 

 

I just spoke to her and i made a mistake...The suicide question and pregnant questions was only at medical exam.

I wanted to say, this thread helps me tremendously.  I am actually the US petitioner (Fiance sp?) and have been combing these forums all day.  My fiance and I have been trying to keep ourselves busy, even though I am not even to the NOA1 step.  I do not know what Kyiv Embassy will be like from August to the end of the year, but again this particular thread gives me hope.  Also, I was concerned about questions the Embassy would ask her.  She has been through poly tests with the jobs she had, but the most recent one had her all flustered.  It will be nice to reassure her during my next visit and help her prepare.

Thanks again everyone for the questions and answers.  Extremely informative.
