Hello, I want to ask I have dual citizenship in 2 countries that they are both eligible to enter the DV lottery I would like to ask if I can apply 2 times?

Eligibility is based on country of birth, not citizenship. That means you only have one eligibility option. 

Plus the rules are very clear that each person may only submit one entry per year.
