In the form 1-90 part 3 question #5 " Since you were granted permanent resident, have you ever filed I-407?"

This is my case :
I was granted a permanent resident in 2001 but in 2014 I filed form I-407 to surrender my green card because I moved back to my home country. But in 2018 I was granted a permanent resident again and I have not filed form I-407. My status is still current and valid (still have the green card I received in 2018). Should I answer YES or NO? I'm so confused. Does the question apply to both of my permanent resident status (the 2001 AND 2018 green cards) or only the most recent resident status (2018 green card)?
