Yes you re supposed to be ok with this. 

Wed did it so we have an extra safety, especially because you have to bring some of the documents to the embassy at the end.

I recorded the call, and am ready to use that as evidence. So, yes, I'm gong to "hope" the NVC gives truthful information.

Quebec is not a country.  In this context and this context only, the only official language recognized by the US Consulate in Montreal, is English.  You might get by without translation.  I think you SHOULD get by without translation, BUT,....I....wouldn't risk it.

Right, Quebec is indeed not a country, but it is part of Canada where both English as well as French are the official languages. Not many countries can say they have two official languages.
