Current PD for this is January 2002, though this category has been issuing no visas since about March and won’t till next year (due to first the Covid embassy shutdown then to being included in the bans under the presidential proclamation). This backlog is likely to make the wait time even longer than it “looks” now once visa interviews restart. So you’re looking at probably minimum a decade still and likely a few more years added on to that.

FYI there are about 120k Filipinos in the queue for the F3 category, and the maximum that can be issued per year is 1638 (7% of the total 23400 available for the category), which is why the wait is so long.
