Do you have to contact NVC for the case number? Don't they send you a letter? I see no point in contacting them to get the number since you have to wait for the embassies to reopen anyways. Is it ok to just wait for the letter?

I don't think so? I thought they would just send the petitioner a letter in the mail, like the NOAs

If they dont have the email,  they will send a post letter, but it us the slowest way to be notified.

Thank you. That's fine, we're doing nothing but waiting anyways. We will just wait for the letter then.

The letter with the case number is not sent until the file is sent to the embassy. The letter is sent via snail mail to the petitioner. Getting the case number earlier than the letter lets you complete the DS-160, Online Nonimmigrant Visa Application and begin to pay the interview fee and schedule the interview. Calling to get the case number allows you to shave off 15-40 days toward the interview. There is nothing that says you can't wait for the case number and then proceed, but like you said if the embassy is not open to process than it's a waste of their time and yours to be on the phone continuously checking for your number then getting it and not having the ability to use it. Good luck and stay engaged.

That reference is to advise to stay engaged to the process and not be proactive to getting your visa. A chuckle I did get out of your reply.
