Someone just posted that DS5535 is sent to Washington DC for security clearance from the embassy where the interview was conducted

is this true?

if so, can I assume process would be faster if it not sent to DC & kept in embassy country for security clearance with agencies?

There is really no way to know for sure but I have a hard time believing that.  The information in the ds5535 is country specific and other than Washington having information on terrorism what would they really know about the person their job history?  If anything Washington records the information and maybe searches for ties to terrorism and keeps the data on record but majority of the checks would be done in the country of the beneficiary.  They typically send people to the beneficiarys home and question nighbors.

its hard to believe too. here is the post I am referencing.  someone else told me that they send that form to DC, then DC agencies have contacts with country of beneficiary  (pakistan here). its hard to believe too. so I thought I post it here to get more updates.
