As long as you got a divorce from a non-Filipino abroad then you should take the divorce paperwork to the PSA in order to get it validated.

Hi so my devorce papers here in america should put to psa in order to validated it? So i don't need to be annulled in philippines anymore?

Yes, that is correct. Do you plan on bringing someone to the US?

Well first off are you bringing them on a K1 fiancé visa or are you getting married then filing for them, also are you a USC citizen as well?

Yes i am a us citizen and will do the k1 visa more faster.

Then no need to do what I said above. As long as you do the K1 then you will be fine and won't have to go through the PSA at all. Follow the guides below and you will be fine. Also just to let you know there is a Philippine subforum for any Philippine specific questions like this.

What do you mewn initial petitions? Sorry i don't get it

Read the guides.   First step in the process is a PETITION to determine eligibility for your fiance to apply for a visa at the consulate

YMMV
